Scooter Subcommittee

The Scooter Subcommittee works to ensure that Upper Downtown Neighborhood sidewalks are safe places for pedestrians.

The City and County of Denver first contracted with e-scooter and e-bike providers in May 2021.  Since that date, the popularity of the devices has grown.  The devices provide a viable alternative to short trips by auto and provide mobility disadvantaged citizens an alternative to get to work and appointments.  However, e-scooters and e-bikes also can be a danger to pedestrians when they are illegally ridden on sidewalks or are improperly parked blocking sidewalks.

The Scooter Subcommittee works with city leaders and staff to improve the safety of pedestrians and e-scooter riders.  The subcommittee has developed public service announcements displayed on changeable message signs in the Theater District area that instruct e-scooter users to use bike lanes rather than sidewalks, supported legislation passed by City Council in 2025 requiring e-scooters to have sidewalk detection capabilities and parking of scooters in designated parking corrals, and provided comments on the recent Request for Proposals for e-scooter and e-bike providers for the three-year period starting in May 2026.

While we have had several successes over the past few years, we still have work to do, such as convincing the Department of Transportation and Infrastructure to correctly sign bike lanes to indicate that they are for e-scooters, too, and monitoring the compliance of the new e-scooter provider in reducing the amount of e-scooter sidewalk riding and improper e-scooter parking.
